HTML text formatting

Question

Above both are making text bold. So what is the different between these two?

I thought that the first of the links which Khan Abrar Ahmed gave explained the difference particularly well. Whereas is a visual style is telling the browser or other program rendering the HTML that the content to which it's applied needs to be emphasized in some way. For example if it's a 'talking' program for blind people a different tone should be used for than for normal speech.

Well on Google Chrome I can't distinguish between the two visually. However you can of course distinguish between them if you look at the HTML source of the web page.
