Is C# appropriate for writting an amatuer radio logging prog

Question

I am writing a logging program for amateur radio operators. This program will track contacts with other radio operator's that are working for awards from MARAC ( Mobile Amateur Radio Awards Club).  This is a club that works counties in the US for awards of which there are 3077 counties. There are various awards which start with ..Working all Counties.. and then many more awards. I am a hobby programmer. I am looking for some ideas as to how to go about this. Any help would be appreciated.
