Why bother writing it yourself when there are free open source utilities such as TrueCrypt available? TrueCrypt also has a number of command line switches (see http://www.truecrypt.org/docs/?s=command-line-usage ) so if you must do something programatically you could launch it using System.Diagnostics.Process and pass it the appropriate arguments.

Yes I answered the explicit question of whether it is possible but not the implicit question of how. Since Vijay asked for  step [by step] how can i implement in c#  I am not able to answer that. I think Vijay should try to search for answers; probably all the possibilities are too advanced for Vijay. If the question is if there is an easy way then as far as I know the answer is no.
