key press in c# even outside app

Question

I need to detect  whenever user presses control+v. using global key it is posible to detect either control or v. But I need whenever user press control+v to know when user tries and copy and paste something. It should work even outside app. Please help!

@Aditya the important requirement here is it should work even outside app which is not possible. @Gokul essentially what you are looking for is a sort of memory resident running in background application without an UI which will keep monitoring the interrupts. All keypressesraise interrupts with Windows messaging loop which you will need to intercept. Looks more of aC/C++ kind of stuff to me.
