I wish to know whether it is possible to provide link to another file in a folder from VS environment.

Within the VS editor, you have to place the URL within either a comment (as you're doing) or within a string literal. For example: string s = "http://www.google.com"; You should find that the URL is then underlined and if you CTRL+Click it, it will open the link in a new tabbed window within the editor.

If you click on the Project menu and select Add Existing Item, then you should be able to add any file you like to the project.
