Moving items top to bottom and vice versa or simply swaping the items

Hi  i want to use the arrow buttons for swaping from top to bottom or bottom to top just like the one we have in properties of dropdown list items collections when we click on collections it will pop up that swap window i want to develop that same window can any one... ???? help me
