Unless there are no other unblocked ports port 80 is not a good choice as it's the one used by HTTP. However see if it's any better if you replace localhost with 127.0.0.1

I'd make sure that your firewall isn't blocking access to port 3306 which is the default for MySql. If it is then you can specify another port which isn't being blocked rather than change the firewall settings

Yes it is. I'd use one of those provided by MySql itself say the ADO.NET driver: http://www.mysql.com/products/connector/
