In order to create a 3D image you will need to have a number of the images in order to create the Z axes. Certain images such as medical images usually contain multi-frame images which will enables you to create 3D objects from a collection of related images. One of the sdks that does this is called lead tools. Hi You can convert 2D to 3D. Because you dont have enough dimension i.e 3rd dimension on the 2D image. But you create 3D image using C#. Here is the article.
