You are trying to insert value in null variable. First Initialize String strUserSanctionLevel=new String(); then write strUserSanctionLevel = Session[UserSanctionLevel].ToString(); or Session[UserSanctionLevel] is null so use Convert.ToString( Session[UserSanctionLevel] ) instead of direct ToString();
