Building a PACS server with a viewer can be a very difficult undertaking and your best bet is to start with an SDK that implements the DICOM standard and build your system. DCMTK is a free DICOM toolkit which you can use to build your server: http://dicom.offis.de/dcmtk.php.en The Conquest dicomserver is another free option that you can consider: http://ingenium.home.xs4all.nl/dicom.html As for a viewer the K-Pacs viewer is free and can be integrated with Conquest: http://www.k-pacs.de/10502.html The other option is to consider using a commercial tookit like the LEADTOOLS SDK. This toolkit provides you with the needed resources to set up and configure a PACS system and includes an image viewer to display the images stored in a database.
