Problems reading files from a shared folder

I'm building a record keeping system that will use .dat files to keep track of a student's hours in a tutoring program.  I'm not using a database simply because I'm not fluent in any database languages yet and the current system is all that's needed for now.  The program I'm running and is located on a shared folder on the network.  Currently, only I have the ability to access the subfolders that contain the data, however the program I wrote needs to access them.  Will this cause a problem if someone else is logged into the computer and they try to access the files through the program?

Secondly, even when I try to access the files (and I do have the appropriate permissions) I keep getting an error that I don't know how to fix.  I've let the head of the Computer Science Department and the Network Administrator look at it but they haven't given me any beneficial information.  Can someone tell me what the error means?
