Remote system DataBase callout from WebApplication

Is there a way to contact the remote system database from Web Application without using the WebServices which can return value from database. ?

Yes and this technique is useful when you want to debug application with remote database from your local machine. Todo that I take SQL server as example say SQL Server Express. Now there is something called remote connections should be enabled to achieve this.
