Richtextbox used in visual studio 2013

I have a richtextbox  however It does not have scrollbars and I can seem to get them added.

First of all thanks. However it did not work. The scroll bars are still not showingMy line is RichTextBox ID =RichTextBoxQuestion runat =server Margin =202000 Width =300 Height =50 AcceptsReturn =True HorizontalScrollBarVisibility =Visible VerticalScrollBarVisibility =Visible />
