Ring call for video chat app in Winform

Hi I have a desktop application like Skype for video call I have achieved the feature for join call but I won't add feature like Skype when someone call me I am getting call ring or notification like Skype call in our application so please suggest me how can I implemented it.

Here in c-sharpcorner also given notification .Taht is same I mean Take a bit field in your data base like isActive . The value should true or false. by default the field should be false When connect tern to true. The service only check the field whether true .
