Scrollbars for a PictureBox

Question

Hi !! Can anybody tell me how to add scrollbars to a picturebox? I have tried plenty of simulation programs, including adding the picturebox to a panel and scrolling the panel , but they do not solve my problem. Along with scrolling the picturebox, I need to move the picturebox around the screen as well if the user wishes to do so. Currently, with my application, only one of them works at a given time !! Either the picture scrolls (if used within a panel) or the picture moves!! I need both the things to work. PLEASE HELP!! Thanx in advance.
