Sharepoint 2010:Cannot connect to the configuration database

Question

All the services and inetmgr webapplications are running properly ,i dont why my sharepoint 2010 centernal administration is not working.could any one help me to overcome this problem.

i am Not Sending Multiple Emails.I am Just sending Email But While Sending Email Am getting Problem.
