Instead C# supports 'namespaces' for organizing related classes and other types and avoiding name clashes with similarly named types. 'namespaces' themselves cannot take access modifiers and have no effect on the acessibility of the types they contain which is governed by the access modifiers (or lack of them) with which those types are decorated. If a top-level type has no access modifer it is internal by default. If a nested type has no access modifier it is private by default.
