As far as I know a strong type means that it has to be of a specific data type (e.g. int string etc.). For a strong type collection it must be of collection of strings ints customTypes etc... It's a list alright. Here's an additional article about Creating Strongly Typed Custom Collections in C#

what is strongly typed collection? is it a list or an array?

It's an abstract class for collections. You could inherit from it to implement a strongly typed collection.
