We have a Idea/suggestion section But there is no new tab for it

Mayur Sam is correct. You can post a new idea. You can submit a new idea by clicking on Submit a new idea/suggestion link on the Ideas home page. See below image: Cheers!

I am still not sure what you are asking. If you are saying that there is not a link for making suggestions then you should instead be asking where it is. There is a link at the bottom of this site's home page for suggestions. It is easy to miss but it is there. People have already suggested that the link be easier to find and it will be in the future.

There is nothing that the members of this communit can do if the administrators of your site won't provide the support you need. Unless when you say we you mean this web site and admin members means administrators of this site. If so then you need to be more specific about what you mean.
