Text to Speech (hindi)

i need Text to Speech library for English Hindi. i try speech.Synthesis in .net but it is only in English. and not Perfect Voice like http://www.readspeaker.com/ if there any Third Party Library or other option for text to speech with perfection. ? ?

i check it but i want to mute all other sound (like vlcchrome) playing in system sound. and unmute my application sound ..
