Unidentified Character Problem in Articles

Question

There is a â€" Character problem in articles.It displays after you published your article.You cant see it in HTMLEditor

Is there any way we can fix this issue?

Its like printing a page but I want a row along printed. Like which I had atteched in the attachment.
