User control with textbox, picbox in frame

Question

I'm trying to create a user control with two textboxes and a picturebox within a frame (drawn rectangle?). I recently had experience designing a new button that better suited my needs however that experience isn't helping here a great deal. I based that earlier control on Button, but I can't figure out what to base this on inasmuch as I really need it to be based around the "frame". I'm a little lost. I've posted a picture of what I need the end result to look like but my code doesn't even build yet. I'll post it when or if I get that far.

Actually, I tried attaching a picture to this this post but couldn't find a way to do it. Let me know what I need to do please.
