User Profile properties in client API like JavaScript  CSOM etc. are read-only (except Profile Picture) . You must use SharePoint Server-side object model code to update user profile properties . Thanks M

Yes  you can . .! You must be SharePoint farm Admin or User Profile Service Admin Group member to edit property.
