Want add Google Translation API in aspx page

I'm working with asp.net and unable to apply a process to translate a text in chinese so that I want to use Google Translation API into my asp.net project....

Please help me out for this..

But i want that same work with desktop based application in asp.net and one more think when PC has no internet the translator must be working. Give me any one solution out of this two problem
