If you are starting new career and asking with regards to scope then I think web developer. A web developer with great UI skills and JavaScript skills is in hot demand. But going forward you may find that you have to also develop other skills as per market trend.

accroding to me web developer having lot of job openings and future compare to software developer but software developer are less in nomber. learn both that is good for career. so that you can handle both so company will prefer may be they are looking for both because if web app doesnt have any work then they can put you into software development so you can be in safe. if you know c# .you can learn both. all are like some what similar. wish you best for your future.
