In a simple terms, web services can only be hosted on IIS and consumed only using HTTP. WCF is a unification programming model that supports web services, MSMQ, Enterprise services. You can consume a WCF service through different protocols like HTTP, TCP/IP and can be hosted in any .net applications (windows services, console, windows forms) and as well as on IIS. It is suitable for a complete SOA solutions. You can refer to the articles published by Koirala in Codeprojects for basic understanding.
