In a simple terms web services can only be hosted on IIS and consumed only using HTTP. WCF is a unification programming model that supports web services MSMQ Enterprise services. You can consume a WCF service through different protocols like HTTP TCP/IP and can be hosted in any .net applications (windows services console windows forms) and as well as on IIS.
