The basic idea of 'federated security' is to establish a common authentication mechanism so that a user can access not just one service but a number of services which may be distributed over various systems. Of necessity the authentication mechanism needs to be separate from the services themselves. WCF supports the building of systems which employ federated security and there's an article here on MSDN ( http://msdn.microsoft.com/en-us/library/ms730908.aspx ) which explains it in more detail than I can.
