In Java (or any other programming language) 'scalability' means the ability of a program to handle larger amounts of data or work than it was originally written for or the ease with which it can be adapted to handle such increases. It's certainly possible to write highly scalable applications in Java (object orientation static typing and good performance helps) and many large systems have been successfully written in the language.
