Typically when you define a catch block you probably plan in handling the exception in some way. In some circumstances handling the exception does not mean swallowing it. For example your catch block may simply wish to log the exception to the event log and not actually deal with the exception. Another possibility for a throw in a catch block is that you wish to refine the exception by wrapping it in another exception.
