Out of White box and black box test cases which test cases are written first?

The black box test cases describes about the actual requirement and meet the expected. The various business flows will be analysed and it has to be documented as scenario to test the functional flow of the business. The white box test cases are describes about the reviewing the code and check the performance of the program execution. Typically you can say Black box test cases will be started by the test/quality engineers and white box test cases will be started by the developers or upper level of developers will do the review of the code.
