Why don't access IIS with my IP?

Question

i can access my site with 'localhost' ,like : http://localhost/webApplication
but don't  access with http://***.***.***.***(my ip)/webApplication.

ps: other web server in my computer --tomcat,can access with http://***.***.***.***(my ip):8080/webApplication and http://localhost:8080/webApplication
