Why languages are not completely object oriented ?

Object oriented languages should have concepts such as encapsulation and polymorphism built-in.

Some object oriented languages permit global functions and data which is contrary to the 'encapsulation' principle. An example of such a language is C++ though I would describe it as multi-paradigm (procedural and OO) rather than partially object oriented. Other languages support classes but don't support inheritance. An example of this is Visual Basic 6 though that is usually described as object-based rather than partially object oriented.
