Window Phone 8.0

Question

Hello

I am started work  on window phone app. I want to build app in my device but need to unload phone.

I also try with Windows Phone Developer Registration but cant get success.

Need steps for Developer account for register phone.

Is there a free or purchase a microsoft developer account?
