xmlwriter for spanish

I have an application that uses xml writer and generates my file correctly in english but I need to pass text in spanish and preserve the special characters. I have used writeRaw and it does not work. I have also set the setting to UTF8. Any code will be much appreciated.

I have found a solution to this issue. I had to use the following declaration: Dim tw As XmlTextWriter tw = New XmlTextWriter(sOutputName System.Text.UTF8Encoding.Default) and use tw.WriteRaw(strItemLabel) 'strItemLabel has the spanish text.
