i want to create a basic accounting management system for a rice mill or trading company with some common features

Master records
Customer entry
Stock Management
Payable/Receivable
Journal Voucher
General ledger
Audit
Trail Balance

just need guide line where should i start from scratch in C# Programming language with Beckend of SQL

As per your question there are couple of modules like Audit Trail Balance Stock Management. So gather your requirements means what is functionality in each module/section because that will help in next step. Here ask more questions till you are not clear on the functionality because it will help to design a better software with less failure. Once you are fine with requirement gathering then go for designing the UI and Database as well. This is most important phase of Software development cycle. Take a piece of paper and draw your all design. Then analyse whether it is flexible to end users and you can discuss with seniors or architects about this. I believe you will develop a windows application if so then choose WPF C# SQLSERVER. Likewise if you are developing then ASP.NET MVC jQuery AJAX SQLSERVER technologies.
