As per my experience I have explored below two option: Option A: This is very cost-effective and easy option but for this you need have on-premise SharePoint environment and you can sync your site using share-gate for automatic sync needs to setup windows schedule using Share-gate power shell script. Option B: You can use AvePoint native SharePoint online backup restor e but this is expensive and required extra Hardware as well but provide full support for backup and restore.

Create a Site template (With data or without data) and then use that template for creating site. Please note that It will not move whole site you need to move permissions and workflows separately.
